In speaking with John Van Hook, we are in agreement that a global 2 copy per title limit seems problematic. Does anyone else feel that #7 may need more discussion:

7. Multiple copies will be limited based on the following guidelines: no print serial duplicate copies; no more than 2 monograph copies, and no nonprint duplicates (same format); some exceptions may be necessary for government documents. Do you find this valuable?

I agree with John and Matt that 2 monograph copies is problematic; I think that there should be some check against OCLC for copies, as well as some selector discretion involved. Two copies of something with 30 holding libraries in the region--possibly yes; only two copies with one other holding library in the country or world--possibly no. Do you find this valuable?
